    On earthen embankment dams, are most states still requiring a breach analysis being performed under similar state law language?

    As used in this chapter, "hazard classification system" means a rating assigned to a structure by the department based on:

    1) the height of the structure and volume of water impounded by the structure; and

    2) the force of the water and the likely consequences resulting from the uncontrolled release of its contents due to a failure or mis-operation of the structure.

    Is the High Hazard Classification to downstream homes still being determined by;

    Flood depths greater than one (1) foot above the first-floor level of a home.

    Also looking for any regulations for dams on; privately owned retention pond with 100% geomembrane liner?
